[WSIS CS-Plenary] III LAC-EU Ministerial Forum on Information Society

Dear all,

These last week took place en Rio de Janeiro the III LAC-EU Ministerial 
Forum on Information Society, Nov. 22- 23, and AHCIET was also involved 
in the organization of the event. You can find more information and 
also documents on the forum in the official website: 
www.forumsocinfo.gov.br

Rede DAWN, Vecam, Funredes, RITS, Alfa-redi, ITeM among few other 
organizations have attended it. The private sector have a visible 
participation NOKIA, the Brazilian Chamber of E-commerce for example, 
and also the regulatory agencies of telecommunications of the both 
regions.

Both civil society and private sector have participated in the main 
panels and the working groups panels as well. What is quite good 
considering that the Forum was an very short event, one day and half in 
total.

However was a very clear the preference of the organizers to invite 
only men to make part of the panels, what Valerie (Vecam), the one of 
the representants of EU and the representant of the CARICOM were 
exceptions.

In terms of the Declaration of the Forum, Declaration of Rio de 
Janeiro, the governments take in account few inputs from the civil 
society. But any mention on Human Rights was accept, exception in the 
case of the "human, social and cultural rights and  the environment" in 
relation to impact of new technologies. Any mention on gender was 
considered in the draft and obviously there is no gender dimension in 
the declaration.

As all of you can guess the paragraphs on free software and internet 
governance was the most difficult issues to reach consensus. But in the 
ECLAC point of view the Declaration itself doesn't means anything in 
the regional process around IS.

One important thing was the GRULAC meeting. This Forum gave to the 
governments the opportunity to meet again before the prepcom 2 in 
Geneva next February.
