[WSIS CS-Plenary] WGIG: A practical proposal

I do recommend that the WGIG should be of limited number and high
expertise, considerations of regional, cultural and linguistic
representation should not be the factor in deciding the number.

The group would have to finish its work within the time limitation and
taking in consideration all published opinions from the different sectors.

The group should then hold an e-consultation to include the various
interested groups with its draft proposal as the document for discussion.
The group then would have to study the proposed changes and produce a
final document.

This is - IMHO - is the functional way to proceed that alleviates the
danger of either being un-representative or failing to produce result
within the time constraint.
