There are not only the Macedonians:  a team Fourth World Movement 
(http://www.atd-quartmonde.org/), in Senegal, was blocked during months 
because it had misfortune to take a subscription ADSL and a letter-box 
at a "provider" (ste.sn) which was seen placing on several occasions on 
black list.  It took months to be change the situation:  not only no 
accesses to the Web but all e-mails were blocked... and when they 
finished with it, they realized that Easynet had a second black list 
which also blocked them...  The existence and especially the 
"transparency" of the black lists pose a problem of gouvernance...

Il n'y a pas que les macédoniens : une équipe Atd, au Sénégal, a été 
bloquée pendant des mois parce qu'elle a eu le malheur de prendre un 
abonnement adsl et une boîte au lettres chez un "provider" (ste.sn) qui 
s'est vu placer à plusieurs reprises sur liste noire. Il a fallu des 
mois pour s'en sortir : non seulement plus d'accès au web mais mails 
bloqués... et quand ils en ont eu fini, ils se sont rendus compte 
qu'Easynet avait une 2° liste noire qui les bloquait elle aussi... 
L'existence (et surtout la "transparence" des listes noires pose un 
problème de gouvernance...
