[WSIS CS-Plenary] NCUC list of recommended CS names for WGIG

Veni Markovski is a Board member of ICANN. Will you now
apply the same dismissive standards to his opinions?

I believe that your attempt to dismiss anyone and anything
associated with ICANN is wrong, and needs to be challenged
directly. 

First, NCUC is composed of legitimate civil society 
organizations and represents CS organizations within ICANN. 
Member organizations include Electronic Privacy Information
Center (EPIC), RITS Brazil, Universities in East Asia, North
America and Europe, Association for Progressive Communications
etc., etc. It is completely independent of ICANN management and 
of the U.S. government. Indeed, because of its critical 
stance toward many ICANN policies it had to struggle against 
sabotage and marginalization attempts in the past.

Second, there is a huge amount of overlap between CS actors
in WSIS and in ICANN. E.g. Carlos Afonso was a plenary speaker
for WSIS-CS in Geneva and a mamber of NCUC, Karen Banks is 
involved in both, many members of the Internet governance caucus 
-- including both co-coordinators -- are involved in both ICANN
and WSIS. 

Third, it should be obvious that a civil society that is
unified and welcoming of multiple participants is stronger
than one that is divided, jealous, and erects artificial 
boundaries between different activities. In relation to 
the WGIG nominations, there are probably several names
that would be acceptable to both entities. The more unity
there is here, the better.

The nominations posted by Milton, AFAIK, are _exclusively_ the position
of the Non Commercial Users Constituency of ICANN's  Global Names Support
Organization, i.e., the opinion of a group withing an entity within
ICANN, a California corporation that performs certain Internet related
tasks by contract with the U.S. Dept. of Commerce.
I see no reason for such nomination having a special significance for
this CS Plenary.

exclusiva posición de la Non Commercial Users Constituency de la
Global Names Support Organization de ICANN, es decir, la opinion de
un grupo dentro de una entidad dentro de ICANN, una coporacion
registrada en el Estado de Californa que realiza ciertas tareas
relacionadas con la Internet por contrato con el Departamento de
Comercio de los Estados Unidos.
No veo razon para que dicha nominacion tenga un significado especial
para este plenario de la SC.
