Dear Ralf,
Thanks for updating the Plenary about the TFFM! It would good for all of us
to have some information on the following:
1. Is there a link where we can download the initial draft?
2. Who is leading the planned organization of the FM Caucus? If possible,
please provide contact details.
3. How is the membership of the TFFM being processed? Is there a
multi-stakeholder nomination/selection process or the UNDP is doing it
internally?
4. Will the organizers partake at the upcoming WGIG Sept 20-21 consultation?
Please allow me some days to get back to you on the WSIS Youth Caucus'
planned/potential contribution to CS preparations towards the Berlin Global
Forum. Would you know if YOIS-Europe is gathering to attend the UNICT
meeting?
Your help on these will be greatly appreciated. Again, thank you.

The Task Force really seems to be set up below the radar. They have
already started the drafting process!
We have to make sure the established WSIS civil society entities like
the plenary and the content&themes group are involved.
Any news on the planned caucus on financing mechanisms?

Ms. Radhika Lal of UNDP provided information on the recent development
in preparation of Task force on Financing Mechanism (TFFM) as follows.

- The TF will hold three meetings. The first meeting is to be held on 4
and
5 October 2005 in New York. Charles will be invited to TF meeting as an
observer.
- TF (probably up to22 members) will be composed of multi-stakeholders.
Members are to be fixed in a couple of weeks, in consultation with
UN-DESA.
- Drafting of the background documents has been started, involving OECD,
WB,
a regional development bank, etc.
- The final report will be submitted to UN-SG in mid-December, which
would
be about 40 pages and will include recommendations to the Prepcoms.
Digital
Solidarity Fund, which has been established already as a voluntary
private
fund, will be mentioned as an example of public-private partnership.
- Still it will take a few weeks to launch the TF's website.
Contact with Geneva missions are planned as follows
1) 17 Sept at Bureau: UNDP will provide an information note (paper
only)
2) 2nd week of Oct.: UNDP will issue another information note to
update
the progress of the TF (paper only)
3) 17 Nov: Mr. Nishimoto of UNDP will organize an informal
consultation
with Geneva missions before issurance of the first draft of the report.
