The more I reflect on this idea, the worse it sounds.
I just don't think it will work. Regardless of what
you think you might have heard from Kummer, I
am pretty sure the Secretary-General will not appoint
WGIG members on a "ticket" basis. There is certainly
no precedent for it in SG-appointed working groups.
The WGIG will be a defined group of people. People on it
will be responsible for following progressive
drafts of reports. They must develop collegial relationships
with the other members of the group, which cannot be
done by switching people in and out of the WG. Members
must carry out defined tasks, and switching that responsibility
around is likely to be more complicated than you imagine.
I do not see how it can be done without both members
participating full time. Fundamentally, you must be either on
or off the WGIG. There cannot be an "alternate" relationship
(unless you mistakenly think the WG will passively vote on
things, like a Parliamentary seat.)
In short, the "alternates" to be informed and capable of filling a
slot must be on all the email lists, attend all the physical meetings,
read all the drafts, etc. etc.
By nominating a ticket, you simply duplicate the amouint
of work CS representatives have to do, and you double
the number of CS participants.
And that says nothing about the coordination of the views
and interventions of the two (or is it three?) people
supposedly occupying the same "slot." Is Richard Stallman
a perfect duplicate of Enrique Chaparro? Would they
say the same things in the same situations? I doubt it.
The other problem is that the caucuses were asked to
supply a maximum of 3 names; under the ticket idea you
will supply 6. Do you think it fair to the other caucuses
that, respectful of the need to keep the size of the list
down, nominate only one or two?

Hello everybody
For full transparency, I am informing you
that the PCT group has decided to present its kind suggestions
of candidates for the WGIG in the format of a "ticket"
that is a prime candidate and an alternate/backup.
Alternate not in the sense of choice, but in terms of backup,
that is replacing the candidate when he/she cannot attend
a meeting for whatever reasons, not to leave an empty for the
Civil Society.
This should give to the Civil Society nominations an impression
of higher reliability and therefore credibilty.
According to a phone conversation to Geneva,
people there, are "receptive" to this scheme
that takes into account the material difficulties and the
constraints that the CS is experiencing.
Of course, acceptance of such scheme would be only
finalized during the WGIG meeting 20-21 Sept in Geneva.

Pour une pleine transparence, je vous informe que le groupe
PCT a pris la décision de presenter ses suggestions de candidats
sous la forme d'un "ticket", c'est à dire un candidat avec son
suppléant qui pourra le remplacer quand il/elle ne peut assister
à une réunion pour une raison quelconque, afin de ne pas laisser
une chaise vide dans les rangs de la SC.
Cette approche devrait donner aux nominations une impression
de plus grande fiabilité et donc de crédibilité.
A la suite d'une conversation téléphonique à Genève, il semble
que les gens là-bas soient "récéptifs" à ce schéma, qui
tient compte des difficultées matérielles et des contraintes
qu'éprouvent la Société Civile.
Bien sur, l'acceptation d'un tel schéma ne pourra être
définitive que pendant la réunion du 20-21 Septembre à

Para una plena transparencia,
les informo de que el grupo PCT tomó la decisión de presentar
sus sugerencias de candidatos bajo la forma d'un "ticket",
eso es un candidato con su suplente que podrá sustituirlo cuando él/ella
no puede asistir a una reunión por una razón cualquiera,
con el fin de no dejar una silla vacía en las filas de la SC.
Este forma debería dar a nos nombramientos
una impresión de mejor fiabilidad
y en consecuencia de mejor crédibilitad.

Despuès de una conversación telefónica en Ginebra,
parece que la gente allí sea "réceptiva" a este esquema,
que tiene en cuenta los difficultades materiales
que la Sociedad Civil lo encuentra.
Por supuesto, la acceptacion de un tal esquema,
no podrá ser definitivo sino durante la reunión
del 20-21 de Septiembre en Ginebra
