[WSIS CS-Plenary] Call for Youth Caucus Nominees to the WG on Internet Governance

Dear All,

On behalf of the Facilitation Team of the WSIS Youth Caucus, I am pleased
to convey to you that we are accepting candicacies of young people from
your list for nomination by the Youth Caucus to the CS Plenary and Internet
Governance Caucus. By young people, we mean those aged 15-28 (though
strictly speaking, youth are individuals aged 15-24 by UN standards). For
those who are interested to submit their application, please follow the
nomination and selection process set up by the Facilitation Team.

I. Individual candicacies/nominations will be accepted by the FT via
facilitators at wsisyouth.org until Sept. 19. Please note that the submission
of Caucus/Working Group nomination statements for consideration of the WSIS
CS Plenary and IG Caucus is on Sept. 20, the opening day of the 1st WGIG
open consultation.

The FT aims to nominate two (2) names of young people for consideration by
the CS Plenary and IG Caucus. Ideally, one nomination should come from
developing countries, the other from developed countries. Likewise, the YC
nominations will be gender balanced (ie. one male, one female).

For those interested and qualified to be considered for selection by the
FT, please provide the FT with the following details and brief essays:

Essays (maximum of 100 words each...shorter is preferred)

1. What do you think is the role of young people to Internet Governance?

2. What knowledge/experience/expertise do you have on IG, including issues
such as ICANN, “spam”, info and network security, privacy and other IS
rights, etc AND on its policy, legal, economic, social and technical
aspects? Please include educational background, relevant affiliations and
employment.

3. What experience do you have on UN and/or global governance processes?
Please include level of participation in WSIS Phase I and other ICT
policy-making processes and UN/global processes (ie. WSSD, CSD, UNFF, etc).

4. What experience do you have on working in an international,
multi-cultural environment?

5. If chosen, how available are to actively participate in the WGIG
consultation process and meaningfully contribute to its workload, including
attending physical meetings?

6. Please state your linguistic proficiency (ie. languages where you can
write, read, interpret and speak with an acceptable degree of fluency).

7. Please state other relevant information and qualities, not covered by
the above questions, that you think will prove helpful in the selection
process.


PLEASE NOTE THAT WE ARE LOOKING FOR YOUTH WHO CAN ADD VALUE TO THE IG
DEBATES. THE FT WILL BALANCE THE CANDIDATES’ KNOWLEDGE/EXPERIENCE/EXPERTISE
ON IG WITH OTHER FACTORS (ie. openness to learn, involvement in YC and WSIS
Phase I, etc).

II. The FT will lead the selection process, with the possibility of seeking
external advice. Please note that the FT reserves the right (1) not to
submit any nomination; (2) to submit only one (1) nominee;  (3) to submit
two (2) nominees coming from the same country, region and gender; and (4)
to submit nominations with a note that they be not put into the CS priority
list. The FT has decided, for the purpose of wide selection, to accept
youth nominees from other Caucuses/Working Groups provided that they
represent the collective stand/proposals of the Youth Caucus. The FT will
assess the nominations received with utmost objectivity and impartiality,
putting emphasis on core competencies and ability to meaningfully
contribute to the work required by the WGIG. If in any case the FT decides
not to submit any nomination(s), it will strongly lobby the WGIG
Secretariat to include young people in its meetings and consultation
process, both online and physical.

The decision of the FT will be final and made known to the YC and other CS
lists, and forwarded to the WSIS CS Plenary and IG Caucus, on Sept 20,
2004. 

Please note the following in submitting your nominations:
1. It is expected that the number of CS representatives would vary between
5 and 7, with the entire membership of the WGIG varying from 20 to 25. 
2. CS aims to shortlist 20 or so names from all Caucuses/Working Groups
nominations. 
3. This list will be sent to the UN Sec. Gen, who will make the final
decision, with the possibility of selecting people outside the CS list.
