Estimados amigos y amigas,
Nosotros/as, miembros de organizaciones y redes de Latinoamérica y el
Caribe, acreditadas ante la Cumbre Mundial sobre la Sociedad de la
Información (CSMI), activas en su proceso desde los inicios, y miembros del
Caucus de Sociedad Civil de América Latina y el Caribe para la CMSI, nos
adherimos a las nominaciones y respaldamos las candidaturas de Raúl
Echeberría (Director Ejecutivo del Registro de Direcciones de Internet para
América Latina y Caribe, LACNIC) y de Carlos Afonso (Director de Planeación
y Estrategia del RITS - Rede de Informações para o Terceiro Setor - Red de
Información para el Tercer Sector) para conformar el Grupo de Trabajo en
Gobierno de Internet de la CMSI.
RAÚL ECHEBERRÍA, uruguayo, es especialista en el tema de gobierno de
internet y autor de numerosos artículos publicados en periódicos, revistas
especializadas y sitios web, sobre mercado de nombres de dominio, evolución
de ICANN, gobierno de Internet, SPAM, y temas genéricos de Internet. Cuenta
con una relevante experiencia en el campo docente y en otras instituciones
y organizaciones civiles, por mencionar:
*LACNIC (Registro de Direcciones de Internet para América Latina y Caribe)
- - Director Ejecutivo desde 04/2002;
*Miembro del equipo de investigación de NAIS (The NGO and Academic ICANN
Study);
*Coordinador del Proyecto Monitor de Políticas de TIC en América Latina y
el Caribe, de APC (La Asociación para el Progreso de las
Comunicaciones) 2002;
*Vicepresidente del Foro Latinoamericano de Redes (ENRED) desde 1998 al 2001;
*Miembro del Primer Consejo de Nombres de Dominio del ICANN en
representación del grupo "No comercial".
También ha sido conferencista habitual en foros internacionales alrededor
del mundo. Por ejemplo:
*Reuniones de los Registros Regionales (RIR) de todo el mundo (ARIN, APNIC,
RIPE NCC, LACNIC, AFRINIC);
*Reuniones de WALC (Talleres en Tecnologías de Internet para América Latina
y el Caribe);
*Reuniones regionales y globales de la Cumbre Mundial sobre la Sociedad de
la Información (CMSI);
*Taller de la ISOC (Internet Society) en la CMSI, 2003 "The Internet The
Players, its Legacies and its Future", The RIR system;

Nombres de Dominio";
*Foro América Latina - Unión Europea. "Cooperación en aspectos de la

Evaluation and future's perspectives";
*Cainet'2000. Experiencias en el desarrollo del entrenamiento de
Tecnologías de Internet en América Latina.
CARLOS AFONSO, brasileño, cuenta con una amplia experiencia en el tema de
gobierno de internet. Carlos Afonso es parte del equipo de RITS, un
proyecto nacional destinado a implementar un servicio y una red de
construcción de capacidades sobre TIC, orientados a las ONG, a través del
uso de Internet como medio principal.
A fines de los 60´s fue una persona de gran importancia en la resistencia
contra la dictadura en Brasil. Tuvo que salir al exilio y reconstruir su
vida en Chile, Panamá y Canadá, este último país que lo recibió y lo hizo
ciudadano. En el proceso de redemocratización de Brasil, Carlos trabajó
por la democratización del acceso a las comunicaciones. Con la amnistía
volvió y creó una de las más importantes ONGs de ese país, el Instituto
Brasileño de Análisis Social y Económico (IBASE). También concibió,
implementó y administró el proyecto AlterNex, primer sistema de base
computarizada de información y comunicación de Latinoamérica destinado a
las organizaciones civiles. Carlos es también uno de los fundadores de la
Asociación para el Progreso de las Comunicaciones, APC. De 1991 a 1992,
Carlos propuso y coordinó el proyecto de Estrategias de Información de
UNCED de Río (UNCED ISP/Río), primer proyecto en Internet creado
específicamente para una conferencia de la ONU, con el fin de llevar
comunicaciones e información vía Internet a organizaciones que no podían
asistir a la conferencia en permitiéndoles así seguir los acontecimientos
en línea. Carlos trabaja además como consultor independiente para el
Programa de Desarrollo de Naciones Unidas, para el Centro de Internacional
de Investigación para el Desarrollo (CIID) y otros organismos. Es autor de
varios libros, artículos y estudios sobre temas políticos, sociales y sobre
desarrollo en Internet, en inglés, español y portugués. Una de sus
especialidades es el tema del ICANN y del gobierno de internet. Además de
su conocimiento técnico, Carlos cuenta con una firme integridad, autonomía
intelectual y política, y amplios respeto y reconocimiento en la región y
el mundo por sus procedimientos éticos y democráticos.
Tenemos conocimiento que Carlos Afonso y Raúl Echeberría han aceptado sus
candidaturas.

Dear civil society members participating in the WSIS process:
We, members of organizations and networks from Latin American and the
Caribbean accredited in the World Summit on the Information Society, active
in its process since the beginning and members of the Latin American and
the Caribbean Civil Society WSIS Caucus, support the nominations and
candidatures of Raúl Echeberría (CEO of Latin American and Caribbean
Internet Addresses Registry, LACNIC) and Carlos Afonso (Head of
Technological Development at Rede de informaçãoes para o terceiro sector -
RITS, in English "The Information Network for Civil Society"), for the
conformation of the Working Group on Internet Governance at WSIS.
RAÚL ECHEBERRÍA, Uruguayan, is an specialist on internet governance issues.
Raúl is author of many articles published in different newspapers,
specialized magazines and websites, covering topics such as: Domain Names
market, ICANN evolution, Internet Governance, SPAM among other generic
Internet issues. He has broad and recognized experience in teaching and
working in civil society organizations, such as:
* LACNIC (Latin American and Caribbean Internet Addresses Registry) - CEO

contract with the University of Oxford. 10/2000 - 04/2002
* Manager of the Latin-American and Caribbean Information and Communication

* Former member of the Name Council of ICANN on behalf of the Non
Commercial Constituency, 1999.
* Founder member of the Non Commercial Domain Name Holders Constituency of
ICANN and co-writer of the first Charter.
* Vice Chairman of ENRED "Latin American Network Forum" 1998 - 2001
* Member of the DNSO's Working groups B (protection of famous trademarks
protection),C (new TLDs), and D (internal Procedures), 1999/2000.
He is a regular speaker in international events, forums and conferences
around the work, like:

CARLOS AFONSO, Brazilian, is a person with an indisputable development in
relation to his work and his personal characteristics. He has participated
in the evolution of the new ICTs since their introduction in LAC region
without losing his leadership and always promoting and defending the
interests of the third sector. He has a broad knowledge of ICT
issues. His experience is transversal to most of the issues related to
ICTs: free software, digital inclusion, intellectual property, internet
governance, etc.
Carlos Afonso is part of the RITS team, a NGO-oriented services and
capacity-building network on information and communication technologies
using the Internet as its main medium.
In the late 60's he was an important person fighting against the
dictatorship in Brazil. He was in exile in Chile, Panama and Canada. This
last country adopts him as a canadian citizen. During the
re-democratization process, Carlos worked for democratizing the access to
communications. The amnesty allowed Carlos to return to Brazil. Carlos
and Herbert de Souza (known as Betihno) founded one of the most
important Brazilian NGOs, the the Brazilian Institute for Social and
Economic Analysis, IBASE. Carlos design, implemented and managed the
AlterNex project, the first computer-based communications and information
system in Latin America dedicated to serve civil society organizations. He
is a co-founder of the Association for Progressive Communications (APC). In
1991-1992, Carlos proposed and coordinated the "UNCED Information Strategy
Project in Rio" (UNCED ISP/Rio), first Internet project specifically
developed for a UN conference. ISP/Rio's aims were to provide
communications and information through the Internet so that organizations
which had not been able to come to Rio was able to follow up on the events
via the network. Carlos Afonso is also an independent consultant of the
UNDP, IDRC, among other organizations. He is author of many books,
articles and studies in relation to internet development political and
social issues, in different languages. One of his fields of specialization
and expertise is Internet Governance and ICANN. Besides his technical
knowledge, Carlos has recognized intellectual and political autonomy and
broad respect for his ethical and democratic behaviour.
We are aware that Carlos Afonso and Raúl Echeberría have accepted to be
candidates for the WGIG.
