What to do about ICANN: A proposal for structural reform

With the 2005 World Summit on the Information Society (WSIS) in Tunisia quickly approaching, and with the work of the UN Working Group on Internet Governance (WGIG) well underway, it is time to identify concrete policy options for Internet governance. Any initiatives in this area must address the criticisms that have been made of ICANN. Although the international community has defined "Internet governance" in a way that goes beyond ICANN's control of domain names and addresses, ICANN nonetheless remains central to many issues. Here we propose a series of structural reforms for it.

WIPO Development Agenda: Developing Countries Submit New Proposals

On the eve of high-level meetings next week on development and intellectual property, the fourteen co-sponsors of the proposal for the World Intellectual Property Organisation's new Development Agenda today submitted detailed elaborations of their proposals for incorporating development into WIPO's work.

Civil Society damns The Economist on Digital Divide.
The Economist on March 10th published an article claiming that the mobile phone alone could bridge the digital divide. Under the title "The Real Digital Divide", it asserts that investing in internet access is unnecessary since telephony is sufficient to satisfy the development needs of poor communities, and that universal access can and will be secured through further liberalisation and private investment. Many in Civil Society were quick to respond, from Sean O'Siochru at Nexus, to the APC to Panos in London.

The Commission for Africa Report
[By Warren Feek]The "Commission for Africa", chaired by Prime Minister Tony Blair, launched its report March 11 2005 in London, UK. There were 16 other Commisioners including Benjamin W. Mkapa [President of Tanzania], Fola Adeola [Chairman of FATE Foundation in Nigeria], Rt. Hon. Gordon Brown MP [Chancellor of the Exchequer, UK], K.Y. Amoako [Executive Secretary, Economic Commission for Africa & UN Under-Secretary-General, Ghana], Anna Tibaijuka [UN Habitat, Tanzania], and Michel Camdessus [Africa Personal Representative, France, previous Managing Director of the IMF].

Internet Governance Priorities for the Asia-Pacific: Summary Analysis
UNDP's Asia-Pacific Development Information Programme (APDIP) conducted a survey on Internet governance priorities that targeted all stakeholder groups in the Asia-Pacific region. The survey was open and online to the public from 8 February to 7 March 2005.

The WSIS prepares to grapple with Internet governance

GENEVA - The second preparatory meeting of the second phase of the World Summit on the Information Society closed on Friday (25th February 2005) night with a few cautious steps forward on intergovernmental projects, a great deal of on-site work by civil society, and above all a foretaste of what should be an important and heated debate on Internet governance.
