No, perhaps you missed my point: I was saying that the Internet, 
differently from the previous networks, relies heavily on users to 
create content and services, and that's why it is so free and socially 
innovative. I'm not questioning whether governments would be better or 
worse than ISPs, I'm saying that you really need to leave users their role.
