Dear Wolfgang and Djilali
The ITU Council meeting is a "closed meeting" allowing only elected Members (representatives of the 46 States elected during the 2002 Plenipotentiary Conference) to participate actively. Other ITU Members could be "onlookers". But of course other "onlookers" are forbidden there.(if you want to know more abour the ITU's functioning please see www.csdptt.org : l'UIT : la vieille dame des télécommunications) 
That's why on behalf of CSDPTT I asked the CS Plenary as soon as PrepCom-1 to demand that the ITU Secretary general admits CS WSIS accredited organisations as members -or at least as acknowledged observers- of the Development Sector of ITU (ITU-D). However this proposal was not accepted by the CS majority, including Wolgang and others. I nevertheless presented this proposal to the intergouvernmental plenary at PrepCom-2 with no more success as you can notice it two years later. That's why I will represent it on the monday ITU meeting. 
In effect, the monday afternoon meeting is "informal" and CS representatives are allowed to participate (I don't know if tere is a "numerus clausus") if they are registered previously (jaroslav.ponder at itu.int).
