That question has already been answered. When, in the Luxembourg
meeting, other countries (Brazil, but also Denmark I think) objected,
nothing happened. When, AFTER the July 22 Senate confirmation of David
A. Sampson and his installation as Deputy Secretary of Commerce, the US
position changed. Only then do you get a letter from GAC, only then is
it put on the front page of ICANN, only then does the Chief Executive of
ICANN, who voted for the delegation originally, change his position.
