[WSIS CS-Plenary] Stakeholders Team / Equipes Nomination procedures

All this debate and analysis concerning
the past WGIG nomination procedure was
helpful when considering that it is likely
such group nominations are likely to
occur again in PrepCom2 , and it is the reason why we
should now examin beforehand what could be
the rules and to be sure that announced rules
are honestly implemented.

I would like to bring to the intention of everybody that
was adopted at the last GFC ( 11 January version ) :

10.    In order to assure the sustainability of the WSIS process after
the completion of its Tunis phase, we agree to establish an implementation
mechanism for the Geneva and Tunis Plans of Action, based upon
co-operation among governments and all stakeholders, with the
overarching goal of helping countries and societies to achieve the
development goals of the Millennium Declaration. To that end, for each
Action Line in the Geneva and Tunis Plans of Action (as identified in
the Annex), a *team of stakeholders* will work together to promote
implementation. We request the UN Secretary-General to nominate, from
among existing UN bodies or specialised agencies, those that will
[moderate/coordinate] the work of each team, based on respect for their
mandates and leveraging on their expertise, and within their existing
resources

This text is an improvement over the previous text ( 4 January version )
I would comment further on this topic in an activity report
of the GFC2 and GFC4 that I had not yet the time to complete.

I agree with Renate assesment concerning the
  "WGIG (It is one of best practices in the UN)"
This is certainly true from the point of view of the UN,
I guess it only was she meant.
The UN has made every efforts to include the Civil Society,
and if the internal CS WGIG nomination process had been
implemented as scheduled, this would have been a really
great achievement. Too bad it has been spoilt.

What happened concerning the NY-based TFFM has been really bad,
there was no discussion about a CS TFFM nomination process,
because there were none !
The fault lies entirely with UNDP.
It seems that in New York, as Renate is posting, the
mindset is different.
The current discussion about the internal WGIG nomination process
is not weakenning the CS, on the contrary it is reinforcing it,
as a proof of democracy and therefore credibility.

At the last GFCs, I complained to Karklins and other
governement delegates that the TFFM was not following
the good example of the WGIG.  As you can see, I am quoting
the WGIG as a good example from the point of view of the UN.

By the way it is rather ironic my proposed alternate/backup
scheme has been partially adopted by the TFFM, see

There have been Civil Society empty seats at the WGIG
unfortunately, as I predicted.

Therefore it is suggested again that an alternate/backup system be
adopted by the Civil Society for future
  Stakeholders Team  nominations.

Toutes ces discussion et analyses au sujet du la procédure utilisée pour
nomination au WGIG ont été utiles
en considérant qu'il est probable que des nominations de ce type sont
susceptibles de se produire encore au PrepCom2,
et c'est la raison pour laquelle nous devrions maintenant examiner à
l'avance ce qui pourrait être les règles et être sûr que des règles
annoncées sont honnêtement mises en application.

Je voudrais apporter à l'attention de tous  qu'a été adopté au dernier
GFC (version du 11 janvier, traduction perso ):

10.  Afin d'assurer le perennité du processus de WSIS après
l'accomplissement de la phase de Tunis, nous acceptons d'établir un
mécanisme d'exécution pour les plans d'action de Genève et de Tunis,
basés sur la coopération des gouvernements et de tous les acteurs;
avec le but principal d'aider les pays et sociétés à réaliser les buts
de développement de la déclaration de millénium.
  À cet effet, pour chaque grande orientation des plans d'action de
Genève et de Tunis (comme identifié à l'annexe), une *équipe d'acteurs*
travaillera ensemble pour promouvoir son exécution.  Nous invitons le
sécrétaire général de l'ONU à nommer, parmi des corps existants de l'ONU
ou des agences spécialisées, ceux qui  [ moderer/coordonner ] le travail
de chaque équipe, basé sur le respect pour leurs mandats et utilisant
leurs expertises, et dans le cadre de leurs ressources existantes

Je présenterais plus tard and des observations à ce sujet dans un
rapport d'activité du GFC2 et du GFC4 que je n'ai pas eu encore le temps
d'écrire.

Je suis d'accord avec le jugement de Renate au sujet du l'WGIG (il est
un des meilleures pratiques dans l'ONU)", ceci est certainement vrai du
point de vue de l'ONU,
je pense que c'était seulement ce qu'elle a voulu dire.
  L'ONU a fait tous ses efforts pour inclure la société civile, et si le
procédé interne de nomination du CS WGIG avait été mis en application
comme annoncé, ceci aurait été un accomplissement vraiment merveilleux.
Dommage qu'il ait été corrompu.

Ce qui s'est produit au sujet du TFFM basé à New York-basé est
franchement mauvais, il n'y eu aucune discussion au sujet d'un procédé
de nomination du CS TFFM, parce qu'il n'y en eu aucun!
La faute est entièrement au PNUD.
Il semble celui à New York, comme Renate signale, l'état d'esprit est
différent.
La discussion actuelle au sujet du procédé interne de nomination de WGIG
n'affaiblit pas la CS, au contraire, elle le renforce, comme preuve de
démocratie, donc de crédiblité.

Lors du dernier GFCs, je me suis plaint à Karklins et à d'autres
délégués de governement que le TFFM ne suivant pas le bon exemple du
WGIG.  Comme vous pouvez voir, je cite le WGIG comme bon exemple du
point de vue de l'ONU.

Par ailleurs il est plutôt ironique mon arrangement proposé de suppléant
a été partiellement adopté par le TFFM, voir

Il y a eu des sièges vides de société civile au WGIG malheureusement,
comme je l'avait prévu.

Par conséquent, il est suggèré encore une fois  qu'un système de
suppléants soit adopté par la société civile pour de futures nominations
pour les équipes d'acteurs.
