[WSIS CS-Plenary] Preliminary schedule of Prepcom events

I would first like to thank Andy Carvin for the WSIS wiki he's been 
kind enough to setup for the coming Prepcom.

The hope is that with the Wiki we'll have an online board that we can 
consult to know what's going on, where, and how to get there...

I would encourage all those involved in working groups, caucuses, 
and ad-hoc groups to add details related to any events you might be
