To me, IPR is the plain example of where globalization has practically
deprived national governments of any power. Most governments do not do
much more than ratifying texts or at least philosophies that were
decided at the global level, for example at WTO (see the TRIPS treaty)
or by the US (IP-lobbied) government (see those countries who introduced
stronger protection of intellectual rights after negotiations with the
US regarding trade, such as Ukraine or Singapore).
Basically, if you refuse to fight this battle at the global level (note:
talking about global level in general now, not necessarily about the
Internet Governance global level), you'll never have a chance to win it
at the local one - your government will simply reply you "we're bound by
this international treaty, we're just following the international
trend".
