[WSIS CS-Plenary] TR: verification of civil society side events

We had clearly asked to confirm back only to wsis at ngocongo.org, in order not
to swamp the lists. 
Regarding Robert's concern: 
This initiative will support the ES to get finally every request on the
official Website. That is what we are working towards.
