[WSIS CS-Plenary] Registration procedures for 13-14 June

The ITU registration forms for WSIS have always called for an 
organisational stamp. The first time I registered I worked for and 
organisation that had a stamp. Subsequently (from PrepCom 2/1)  I have 
not had one and have simply said so, each time I have registered. It 
hasn't been a problem.
