[WSIS CS-Plenary] Overview article on Prepcom

Dear Sally,
 
Bravo!  Interesting overview.  Two issues seem to have been left by the
wayside: education and cultural and linguistic diversity. They are only
mentioned in passing.
 
We must not forget that these issues are core to the WSIS problematic.
