CMSI: TIC: FINANCIAMIENTO, DESARROLLO Y DEMOCRACIA

información y la comunicación (TIC), y la democracia
en el gobierno global de Internet, son los dos temas
centrales que la ONU tratará en la segunda fase de la
Cumbre Mundial sobre la Sociedad de la Información
-CMSI-, que tendrá lugar en Túnez del 16 al 18 de
noviembre próximo.

CMSI: CONFERENCIA REGIONAL SOBRE LA SOCIEDAD DE LA
INFORMACIÓN 
El gobierno de Brasil está promoviendo en Río de
Janeiro, del 8 al 10 de junio de 2005, la Conferencia
Regional Ministerial de América Latina y el Caribe,
encuentro preparatorio para la segunda fase de la
CMSI. Paralelamente serán organizados, con amplia
participación de la sociedad civil, academia y sector
empresarial, seminarios sobre diversos temas de
relevancia para la construcción de una Sociedad de la
Información y su Plan de Acción Regional.

CMSI: INVESTIGACIÓN DE APC SOBRE LA PARTICIPACIÓN DE
LOS PAÍSES EN DESARROLLO 
La Asociación para el Progreso de las Comunicaciones
(APC) está llevando a cabo un importante estudio sobre
la participación de los países en desarrollo en la
segunda fase de la Cumbre Mundial de la Sociedad de la
Información (CMSI). El trabajo se basa en el análisis
de la participación del mundo en desarrollo en la toma
de decisiones sobre tecnologías de la información y la
comunicación (TIC) que figura en el informe “Louder
Voices” publicado en 2002, y en un estudio sobre la
participación africana durante la primera fase de la
CMSI que hizo APC el año pasado.

March 8th. There were about 40 NGOs present, a large

intentos por parte del gobierno de los Estados Unidos,
el Vaticano y sus aliados conservadores (en su
mayoría, grupos de los EEUU), la sesión de la CSW
adoptó una Declaración Política que reafirma el
consenso de Beijing.

EUROPEAN COUNCIL ADOPTS SOFTWARE PATENTS PROPOSAL
The European Competitiveness Council (the EU ministers
of Economical Affairs/Industry) has adopted the
controversial common position on software patents on 7
March 2005 as A-item. This classification means a
proposal is adopted without further debate. Spain
voted against.
