Monday events:
 
The Monday launch started earlier with a closed meeting of the Founding Members.  During this short meeting, the DSF President Guy-Olivier Segond and the Executive Secretary (Alain Clerc) updated the Founding members on the state of affairs, donations and relations.  
 
The Launch
 
Entrance was free and the Civil Society was well represented.  The Senegales delegation included Mamadou Gaye, CS Focal Point.  The speeches and their order can be seen at www.dsf-fsn.org  The launch was followed by a small cocktail offered by the City of Geneva.
 
Civil Society consultation 
 
Not many of the CS mambers could meet for the Monday evening.  Many had to go the Human Rights Commission which was opening at the same time.


Basically:
   The CS was encouraged by the firm and concrete involvement of the African countries. It hopes that this commitment will be the same at the grassroots.  Hopes were raised about an effective government support of CS mobilisation and education roles.
   There is still a long way to go.  The CS hopes that we will go it the Multistakeholder way
   There is need for the DSF to demonstrate its effectiveness, go real at grassroots.
   Transparency must be a key value all the way through
   There is need for the DSF to maintain an elastic structure
   There is need for more communication and discussion to be caried on concerning the DSF
   The link between projects and good governance should never be broken
   The ideal will be less government more Civil Society in the execution of projects
   The DSF may need to think of decentralizing its management to render it more effective
   There is need for CS representation at all the levels of the DSF mechanism.

Next steps

   The membership of the DSF board, which ideally will follow regional PrepComs are yet to be finished.
   The Digital Solidarity Agency will be the manager for projects.  Its establishement is being discussed and your input will be appreciated
   Regional input in the establishment of  the criteria  and guidelines for projects are also welcome
   All questions are welcome.
