 From my limited Spanish ability, it appears that President Ben Ali 
personally invited Sharon to attend WSIS:

"La oficina presidencial israelí informó hoy que el primer ministro, 
Ariel Sharon, aceptó una invitación a visitar Túnez, cursada en una 
carta enviada personalmente por el presidente Zine El Abidine Ben Ali.

El viaje de Sharon constituiría la primera visita oficial de un jefe del 
gobierno de Israel a este país norteafricano, donde se alojó durante 
años la Organización por la Liberación de Palestina (OLP).

Ben Ali invitó al primer ministro israelí para que visite Túnez el 
próximo mes de noviembre durante la Cumbre Mundial de la Sociedad de la 
Información (CMSI)."
