Dear Wolfgang and all
Whenever the role of gouvernments is questioned and its action pushed aside I'm concerned ! When the threat comes from the CS I'm in trouble. This is rather due to the "ambiant air" of worldwide deregulation and negation of states' role maintained by the neoconservative order, than to my own "state dogmatism". That also applies for Internet gouvernance. As you may know I don't consider myself as an expert in Internet matters. But before telling the intergouvernmental Plenary on behalf of CS in what gouvernements are not needed to be involved, please state at least clearly what they are reponsible for !  
If you don't agree on my opinion, and if the CS Plenary isn't clearly backing your proposal (once you have submitted the draft of your statement) it would be preferable you speak on behalf of your University.
