[WSIS CS-Plenary] CS Declaration: next steps

Thank you for the clarification as the Statement looked different than the
information posted as the Declaration.

Hopefully, the section on Access to Health Information will not be copy
edited, as we had given it much thought and chose language which would be
necessary for effective implementation.  This section differs considerably
for the Health Information in the 2003 Declaration and contains the
essential basic components for a clear understanding of goals and
implementation to serve as a necessary foundation for all countries.

I am also sending the Final revised version.

It is *the same* document. It is just not called "declaration" anymore, as
it is more intended as a CS assessment of the official outcomes of WSIS.
Therefore, the drafting group has agreed to call it "statement". The
Health Information para will be included (possibly with some copy-editing)
in the new version.

I'll send out the new version tonight, and we will get French and Spanish
translations of it as soon as possible.
