[WSIS CS-Plenary] CS speakers from ITU for opening, roundtable and high level panel

let's not re-open the debate as to who or not should be on the  
speaker's list.

I have objected to the fact of a parliamentarian, specifically from  
Tunisia being nominated.

In terms of who, could/might be added in his place - that is a  
different story. The list sent to the ITU has more candidates than  
needed. If  one is needed, then the opportunity should be given to  
all caucuses who's submissions might also have been dropped.
