Tracey and Robert,

 

Below then seems to be very clear. I would give full support to Francine
Lambert's earlier suggestion: that you, Tracey, because of your much longer
experience, take final responsibility and delegate your authority to
Alejandra and Philippe, whenever needed.

I am afraid the guidelines are not subject to negotiations from any party.
They have been drafted by a small group in the WSIS Secretariat based on
consultations with other UN bodies and based on practices including the UN
Commission on Human Rights and the Johannesburg Summit. They have now been
approved by the Secretary-General of the Summit, hence their release next
week. I would like to stress that these guidelines are applicable to ALL
participants including governments. They do not require more from
participants than the essential principles already given you. The rest of
the guidelines are procedural: how to go about sending, getting the stamp of
approval for distribution, where the documents can be distributed etc.
