Means, don't comply and WSIS ES takes action. At the Prepcom , this  
meant Moncef and the UN guards kicking people out of a room. Probably  
means something worse at the summit -perhaps loss of accreditation,  
or who knows...

In UN speak, parallel events are venues @ Kram Centre. that's the  
area that's only open to accredited orgs.  side-events means events  
"off-site" - where Tunisian law applies.
