It seems that, as of Sept 1 it is possible register for the Summit  
(that's in November!)

Why one has to find out by finding the documents - by chance - on the  
ITU/WSIS site is beyond me, but it's there - so let's all register....

PRE-REGISTRATION, REGISTRATION & ISSUANCE OF WSIS SUMMIT BADGES
Pre-Registration and Registration

Pre-registration

1 Pre-registration is highly recommended for all participants in  
order to avoid
delays upon arrival at the Registration Centre and WSIS Summit  
Badging desk. Preregistered
participants may proceed directly to the "WSIS Summit Badging" desk in
the Registration Centre. Participants who have not pre-registered  
should first go to the
"WSIS Summit Registration" desk in the Registration Centre.
Designated focal points (DFPs) for WSIS participation

2 WSIS pre-registration for participants will be conducted by the  
WSIS Summit
Registration Service on the basis of information provided through the  
designated focal
points (DFPs). National delegations as well as organizations or  
entities which have
not yet provided information on their DFP are requested to do so by  
consulting the
WSIS Summit registration website. The DFPs will each receive a user  
name and
password allowing them to effect online pre-registration.

Registration Online

3 An online pre-registration service will be available from 1  
September to
18 November 2005. The DFPs are requested to use this online pre- 
registration service
at: http://www.itu.int/wsis/tunis/index/html

4 National delegations should note that the provision of information  
through the
online pre-registration system does not replace the need to submit  
credentials.

5 In exceptional cases, where online pre-registration is not  
possible, the DFPs
are requested to contact the WSIS Summit Registration Service by fax  
or by letter in
order to obtain registration forms. Requests should be addressed to:
WSIS Registration Service

6 There is no limit per accredited entity to the number of  
representatives of each
such entity that may participate in WSIS. There is no registration  
fee for WSIS.
Pre-registration confirmation letter

7 The DFP and each pre-registered participant will receive a  
confirmation letter,
by email or by fax, within five working days of receipt of completed  
pre-registration
forms. Pre-registered participants must present this confirmation  
letter to the "WSIS
Summit Badging" desk together with some form of photo identification  
(passport, ID
card), in order to receive an official WSIS Summit badge. The  
confirmation letter can
also be used as a supporting document to apply for a visa to Tunisia.
On site registration and badging
Location

8 The WSIS Summit Registration and Badging services will be located  
in the
WSIS Registration Centre near Tunis-Carthage Airport.
Opening hours

9 The WSIS Summit Registration Centre will be open:
11-18 November 2005: 0700-2200 hours non-stop
Pre-registered participants

10 Pre-registered participants who have received a confirmation  
letter from the
WSIS Summit Registration Service may proceed directly to the "WSIS  
Summit
Badging" desk in the Registration Centre, where they will need to  
present their
confirmation letter together with some form of photo identification  
(passport, ID
card). Based on these elements they will be issued with a WSIS Summit  
badge.
Other participants

11 Participants who have not pre-registered should first proceed to  
the "WSIS
Summit Registration" desk in the Registration Centre where they will  
be required to
provide proof of representation (copy of letter of credentials,  
letter of representation
signed by the head of delegation, head of organization or entity or  
DFP). When the
request has been validated by the WSIS Summit Registration Service,  
the participant
may proceed to the WSIS Summit Badging desk where a WSIS Summit badge  
will be
issued.

12 Loss of a WSIS Summit badge must be reported immediately to the WSIS
Security Service.

List of participants

13 The WSIS Summit Registration Service will publish a list of announced
participants prior to the Summit on the basis of information provided  
through the
DFPs.
