Governments are mainly concerned with being the targets of their own
citizens.  There was a protocol developed some time ago by one Jim Bell
that allows ordinary people to setup an internet lottery designed to kill
civil servants.  The theory is rather simple.  The death lotter operates
by allowing people the opportunity of betting on the death date of their
favorite civil servant or politician.

Of course most bets will not see a win senario.  But as the pool
of researve funds on the target increases it becomes economically viable
for an assassin to select a death date.  The assassin having one assume
perfect information on the target can then gurantee delivery of the death
kill senario, and win the pool.

This maybe one small concern they may have.  DARPA incidentally attempted
to set up such a senario.  The changes were slightly different in the
lottery - it wasmore like a futures market in disaster.  They were
attempting to use their model to predict disasters - but in fact it's the
opinion of many that it would only encourage such actions.  Congress and
the U.S. Senate shut down the project which was supported by Poindexter I
think.

In any case the Bell protocol is used today to assist terrorist cells in
spreading out the economic viability of selecting targets using a broad
base of assassins.

I anticipate some day an educated internet population will use such a
death kill protocol to manage their governments.  Its the logical
progression.
