The IGF meeting is open to everyone, and, knowing the Secretariat, I
think that they plan to adopt the Internet way - basically, anyone who
registers can get in. 

Whether this will be confirmed for the IGF itself is another matter, but
I would recommend that as many of us as possible try to raise the issue
and promote the idea that, for a new entity of a new kind that aims to
play a role on the Internet, participation rules should be in the
Internet style, not in the UN style - at least for the meetings
themselves.
