Going back further on this -
I think the first comment may have been Adam Peake's which suggested that
the three themes concept is a limitation which should not be imposed and
appears to differ from the WGIG mandate. I think first thing we need to do
is state that more themes than three should be discussed if the event is to
be effective.
Also attached a response I sent to IGF - it mentions about 20 policy themes
I think .I think they are all valid. I haven't got time to develop them into
the CS format, but I would suggest that if CS proceeds without such themes
as multilingualism, spam, cybercrime, network neutrality, root zone
authorisation, none of which are on the list so far, it isn't addressing the
subject holistically. I agree with everything put forward so far by the CS
mechanism, wish I had included them in my response, but it's not everything
that should be discussed by a long way.
