One may be a little surprised by the lack of discussions and
consultations on the
various WSIS lists concerning the incoming series of OECD-related events
in Seoul,
while many panelists belong to various WSIS lists

Could someone explains what is the *OECD Civil society reference group* ?
Is it an open ended group ?
Is there a coordination and some governance in this group ?
The only thing I could find about this *reference group*
( yet another creative name ) on Google is the
2007 article from Milton :

coordinating civil society participation.
We do know, however, that the assembled governments officially
recognized the "Civil society reference group" (along with ICANN, the
Internet Governance Forum, and the Global Alliance) as one of the
entities to invite to the Ministerial./
