IGP note: This is a comment Professor Wolfgang Kleinwachter made regarding the future of the Internet Governance Forum. At the recent Geneva consultations, there was a disagreement over whether the UN Secretary-General's recommendations on the continuation of the IGF should be delivered through the UN Department of Economic and Social Affairs (UNDESA) or the Committee for Science and Technology for Development (CSTD) prior to the UN General Assembly receiving it to make a final decision. This seemingly obscure bureaucratic disagreement reflects a larger debate over how open and "multistakeholder" the IGF should be.

"My observation is that this is part of a bigger story to move backwards, to cancel openess, transparency and bottom up policy development and to withdraw from the principle of "multi-stakeholderism". An Australian judge has given the world's supporters of Internet freedom reason to heave a big sigh of relief. Judge J. Cowdroy of Sydney yesterday rejected an attempt by 34 film studios to make iiNet, Australia's third largest Internet Service provider, responsible for the copyright violations of a few of their users. The critical issue was whether iiNet was responsible for infringement because it failed to take any steps to stop infringing conduct. TPRC is now soliciting abstracts of papers, panel proposals, and student papers for presentation at the 2010 conference. Proposals should be based on current theoretical or empirical research relevant to communication and information policy, and may be from any disciplinary perspective. TPRC seeks submissions of disciplinary, comparative, multidisciplinary or interdisciplinary excellence. Subject areas of particular interest include, but are not limited to the following:

- Network Competition, Policy and Management
- Broadband Deployment, Adoption and Measurement
- Spectrum Policy
- Societal Issues: Universality and Affordable Access
- The Transformation and Future of Media
- The Transformation and Future of Intellectual Property and 
- Digital Rights
- Privacy, Security, Identity and Trust
- Internet Governance and Institutional Strategies for Information Policy
- Advanced Mobile Services:  Broadband, Video and New Applications
- The Internet Ecosystem

The Workshop on the Economics of Information Security (WEIS) has become the leading forum for interdisciplinary research into Internet security issues. The most innovative work of the past few years, such as this interesting report for the EU agency ENISA, has emerged from there. Our report for the OECD also drew heavily from the research that WEIS brought together. I'm therefore very happy to serve on the programm committee of the ninth WEIS.

WEIS 2010 is to be held at Harvard University from June 7-8, 2010. It is co-located with the 11th ACM Conference on Electronic Commerce, June 9-11. The call for papers can be found here.

The International Telecommunications Society has published a call for paper and panel sessions for it's Regional European ITS Conference, to be held in Copenhagen from September 13-15, 2010.

The local organizer is Center for Communication, Media and Information Technologies (CMI), which is a research and teaching unit at Aalborg University in Copenhagen.

Topics at the conference will be – but not limited to:

- NGN and NGA – economics and regulation
- Investment and innovation
- New players and platforms in telecommunications
- User roles and social networking
- Regulatory separation
- Universal access/service
- Internet governance
- Media convergence
- Media economics and regulation
