[WSIS CS-Plenary] PROPOSAL: PrepCom III Coordination

Hi Karen and everybody! 

Thank you for your proposals! 

First let me endorse the entusiasm about the need for translations. We can
be more then glad with all the different offers to help! The absence of
permanent flows in Spanish definitely make more difficult active
latin-american participation. Luckily we count with APC and others to do
something but it really should be an official policy. 

About the other parts of your proposal: 
1. It would be very good that a small group puts together the constructed
practice untill now. Not invent new procedures, only clarify and detail
practical consequences of "a day on the Prepcom". The input you mentioned
would be good and usefull,  not for discussion, but for those of us who
will assist a prepcom for the first time. 

2. The Content and Themes group did a very important job and did it very
very well! I think the broadly endorsed declaration on main points is still
valid. But, the main parts of interest for Civil Society were cut by the
governments! I think our points are more or less clear (gender,
communication rights, community media, respect for culture, human
development etc.).  What we have to think about, more then about new
declarations, is how do we empower ourselves in such a way that our main
key items will have to be considered publicly. Do we have to organize
alternative meetings? Media-strategies? Strategic Alliances?

3. I agree with all the other needs you observed but think it is time for a
strategic discussion.
