[WSIS CS-Plenary] memo from today's plennary

governments by tonight or tomorrow morning.(accredited organizations can 
endorse the declaration on their own, too)

    * thanks the Swiss government, the CS Secretariat, Alain, as well as 
Sally, Myriam, Karen and Bill for their work. some problems showed up √ why 
do we have to thank when there's such a bad organisation of the meetings 
during the WSIS itself. Argument in favour was that if it wasn't for the CS 
Secretariat we would have been outside, clashing with the police. So, 
thanks with some reserves about the WSIS itself
