Hi John,
I was there and very much in the meeting. And I am not confused. I believe
Veni's proposal was in relation to coordination of activities. In his own
words, "If they both can think of a way to moderate and coordinate
activities (not only debates), that will be great."
I believe that this needs further clarification, in terms of actual
expectations and particularly, decision-making in relation to the Bureau as
a whole. One of the main problems that seem to be taking place is that the
Bureau members do not seem to be getting timely and comprehensive
information. If there is to be some lead liaison point from the Bureau on
activities, I'd rather that this falls on a sub-working group. While I
appreciate the fact that the Secretariat staff are busy with loads of other
work, the Secretariat is meant to be the main liaison point for the bureau
in terms of operational and informational matters. The Chair (in this case,
co-Chairs) as I understand it was to ensure completion of the agenda items
discussions from Paris and matters arising.
