I'd like to repeat a simple suggestion, which I believe will increase the
transparency and legitimacy of the plenary greatly:

We should request that all current and future accredited civil society
organizations be subscribed to the plenary list, and sent an email
confirmation with a clear explanation of what the list is (allowing them to
decline if they so choose, or to receive the list in digest form if they
prefer). The list would also of course remain open to non-accredited groups.

The 'default position' for all CS participants would then be an invitation
to subscription to plenary; those who chose to decline would do so
purposefully for their own reasons.

This way, groups who have not attended physical meetings so far, newly
accredited orgs, and others who for whatever reason don't know about the
plenary or feel it is 'secretive' will all be invited in.

Of course, there remain problems of unequal access to email and language,
but it is an attempt in the right direction.

Tengo una sugerencia sencilla, que creo aumentara mucho la transparencia y
legitimidad de la 'plenary':

Debemos solicitar que todas las organizaciones acreditadas de la sociedad
civil sean invitadas a la lista plenaria, con una correo-e de confirmación
con una explicación clara de que es la lista. Claro que les permite no
subscribir si ellos lo escogen, (o recibir la lista en la forma de resumen
si ellos prefieren). La lista por supuesto permanecera abierto a grupos no
acreditados.    

Asi las organizaciones que no han venido a prepcom o otros reuniones hasta
ahora, las orgs. nuevamente acreditadas, y otras que por cualquier razon no
saben de la plenaria o creen que es 'cerrado' sean todas invitadas.

Claro que siguen problemas de aceso no igual a correo-e y lo de lenguaje,
pero por lo menos es un pasito pa'lante.
