In fact, you know perfectly why :

Moreover, the legitimacy of multistakholder decision making process is widely criticised in the WSIS CS plenary. 

Las but not least, WSIS is not about "Internet society" but "information society". Thus, it means telecom, medias AND ICTs. Unfortunately, TBL has no credibility to speak on behalf of the WSIS CS plenary on these topics with a developpment oriented vision.
