Dear members of the Bureau,

Following the decision of the governmental Bureau who met last Tuesday, 
Prepcom 3 will reconvene from 10 to 14 November 2003.

This meeting will be referred to as the “Resumed Session of Prepcom 3” and 
will be aimed at reaching an agreement between governments who have 
dissenting views on issues such as Internet governance and security, as 
well as financial mechanisms for implementation.  To facilitate consensus, 
the President of the Prepcom has been given the mandate to undertake a 
series of open-ended consultations to be held in Geneva on 20, 30 and 31 
November.

The Resumed Session of Prepcom 3 raises the issue of participation from 
developing countries and civil society.  At this stage, no fellowships are 
available for their travel and accommodation in Geneva during this 5-day 
meeting.  The CS Division will discuss this issue with the President of the 
Prepcom, drawing his attention on the need to recognize and facilitate the 
inclusion of civil society input in the Declaration and Plan of Action.

Taking into account the specific objective of this Resumed Session, we 
believe that the Content and Themes group should closely examine the 
contentious issues that delay governmental consensus.  Given the time and 
financial constraints, the Contents and Themes group and the CS Bureau must 
act quickly in order to bring civil society views to the fore.

Suite à la décision du Bureau gouvernemental qui s’est réuni mardi 
dernier,  le Prepcom 3 se réunira à nouveau du 10 au 14 novembre 2003.

Cette réunion sera intitulée “Reprise de la Session Prepcom 3” et son 
objectif sera d’arriver à un accord entre les gouvernements qui ont des 
positions divergentes sur des questions telles que la gouvernance et la 
sécurité de l’Internet, ainsi que sur les mécanismes financiers pour la 
mise en œuvre.  Afin de faciliter le consensus, le Président du Prepcom a 
reçu le mandat d’entreprendre une série de consultations ouvertes qui se 
tiendront à Genève le 20, 30 et 31 novembre.

La Reprise de Prepcom 3 soulève la question de la participation des pays en 
développement et de la société civile.  A ce stade, aucune bourse n’est 
disponible pour leurs voyages et séjour à Genève durant les 5 jours de la 
réunion.  La Division SC envisage de discuter ce problème avec le Président 
du Prepcom, pour attirer son attention sur le besoin de valoriser et 
faciliter l’inclusion des contributions de la société civile à la 
Déclaration et au Plan d’Action.

A la lumière de l’objectif spécifique de la Reprise de Prepcom  3, nous 
pensons que le groupe des Thèmes et Contenus devrait étudier de près les 
questions qui retardent le consensus gouvernemental.  Compte tenu des 
délais très courts et des limitations financières, le Bureau SC et le 
groupe des Thèmes et Contenus doivent agir rapidement pour s’assurer que 
les points de vue de la société civile seront valorisés.
