[WSIS CS-Plenary] CS meeting in Tunis 22-23 June and preparing suggestions

Hello Ralf (sorry it isn't in your mother language which is much easier,
even for me)

I fully support Ralf's ideas and suggestions;
I'd just ask to add one working group (WG) dealing with "ICT Access,
Infrastructure, and Financing in DCs". Because as everybody should know,
these crucial issues for "bridging the digital divide" have failed to reach
an agreement during WSIS phase 1, and a special working group under the
auspices of the UN is supposed to be in charge of submitting its concrette
proposals to Summit 2 at Tunis.
As you also know, I volunteer to contribute for setting up this CS WG as
"Focal, both as Focal person" of CS C&T group for "Access and
Infrastructure", and since I intervened during PrepCom-3 on behalf of C&T in
the Informal intergouvernmental Working Group on Financing.
Unfortunately I'm also an active member of International Solar Energy
Society and our annual congress and exhibition will take place at Freiburg
from 20th  to 23rd of June. Furthermore, I don't believe that my
organization will be able to finance my trip to Tunis. So I'll be condemned
to contribute by e-mail and to "partipate virtually" to the Tunis
meeting(s), as will be many of our CS friends .
Therefore I'd strongly support the idea of convening the "European Caucus",
which was (theoretically) set up before Summit 1, somewhere in Western
(continental) Europe. This could be an actual "european prepcom" paving the
way of the Tunis PrepCom, alltogether allowing the most european CS
organizations to participate actively in the WSIS second phase process.

Je soutiens entierement les idees et suggestions de Ralf.
J'aimerais simplement y ajouter un groupe de travail (GT) traitant de
"Acces, Infrastructure et Financement des TIC dans les PeD". Parce que comme
chacun devrait le savoir, ces problemes cruciaux pour "Reduire le fosse
numerique" n'ont pas reussi a aboutir à un accord general pendant la 1ere
phase du SMSI et un groupe de travail specialise a ete mis en place sous les
auspices des Nations Unies qui est en principe charge de soumettre ses
propositions concretes au Sommet de Tunis. . Comme vous le savez aussi, je
suis volontaire pour contribuer a mettre en place ce GT de la SC, a la fois
en tant que "Personne focale" du GT Contenus & Themes" (C&T) de la SC et
parce que je suis intervenu au nom de ce groupe C&T dans le Groupe de
travail informel intergouvernemental sur les questions de financement lors
de PrepCom-3.
Malheureusement je suis aussi membre actif de l'International Solar Energy
Society qui tient son assemblee annuelle et son exposition du 20 au 23 juin.
Par ailleurs je ne crois pas que mon organisation puisse me payer le voyage
a Tunis. Je serai donc condammne a contribuer par courriel et a "participer
virtuellement" aux reunions de Tunis, comme un grand nombre d'amis de la SC.
C'est pourquoi je soutiens avec force l'idee de d'organiser une reunion du
"Caucus europeen", qui avait ete (theoriquement) constitue avant le Sommet
de Geneve, quelque part en Europe de l'Ouest (continentale). Elle pourrait
etre un veritable prepcom europeen et ouvrir la voie pour le PerpCom de
Tunis, tout en permettant a la plupart des organisations de la SC europeenne
de participer activement au processus de la 2eme phase du SMSI.
