Dear Friends,

There are some basic questions we should ask among ourselves:

1)  Are there groups that will be able to re-organize their own 
schedules and find the funds to partipate in a March 4-5 meeting in 
Tunisia?  This is very short notice for most of us, I imagine.  I 
understand that the Tunisian government might be able to assist groups 
who can travel to Tunisia, perhaps with finding less expensive 
accomodations and such.  However there is no mention of this meeting on 
either the WSIS secretariat site or the official Tunisian website, 
which does not fill me with confidence.

2)  Will we be able to draft a basic vision of a successful 2nd phase?  
More to the point, what are the base conditions that in your 
organization's view would be necessary for the 2nd phase to succeed?  
I.e. level of participation, thematic focus of meetings, overall goal 
of Tunis 2005, etc. It would be great if each caucus and working group 
could collate views on this, and we could have these available for the 
Tunis meeting next month.  We don't have to all agree, but just knowing 
what the gender caucus, the people with disabilities caucus, the ICT 
global governance caucus, etc. would like to get out of the Phase II 
process I think would be very helpful to us all.

On this point, I think we can all agree that the modalities of 
participation should be at least at the level of the Paris 
Intersessional and Prepcom III. We should be able in principle to 
attend and have some rights of participation in working groups and 
other informal sub-groups.  CS should be able to make interventions on 
a section-by-section basis.  Accreditation of groups to the process 
should be conducted transparently and in respect of the usual UN 
modalities of accreditation.

Wolfgang, I believe that an interactive calendar will be the principal 
"upgrade" to WSIS-online.net.  I.e. a comprehensive calendar of 
official and associated events for the WSIS process, searchable 
sectorally and regionally.
