Dear Amali,
Thanks for your reply.
First, i am not trying to divide the CS between her
North and South components. It is more than a priority
to try to unified our efforts.
2. It is a fact that the South CS is in a borning
process depending on the situation in different
countries.
3. It is a fact that participating in the preparation
or in the tenue of a Summit for no English speaking is
more than difficult and useless.
4. It is a fact that Canada do a lot for certain
undervelopped countries including French speaking
countries. But even if we must accept it as a right,
we must underline that Canadian Government select his
support to countries on his own criteria, and we have
a lot to say on how Noth rich countries appreciate the
so called Good Governance.
5. It is a fact that speaking about internet
facilities to participate in line to discussions,
Caucuss, Working Group and Summit is simply an
expensive dream for a lot of African CS.
Congratulations, you are native from Asian
Underdevelopped country and you are representing
efficiently North CS. I guess that there are a lot of
African leader who are in good position in the North
and who try to do something for their countries but we
must admit that it is so difficult to do for this
hopeless continent.

1. je ne suis pas en train de vouloir diviser la SC
entre ses composante Nord et Sud à un moment où il
faut unifier les efforts.
2. C'est un fait que la SC en Afrique est dans une
situation de naissance difficile et connaît des
situations différentes d'un pays à l'autre en Afrique.
3.C'est un fait que la participation à la préparation
et à la tenue d'un sommet pour les non englophones est
un leurre, une vexation, une insulte tant la
domination des anglophones est pleine de mépris et de
domination.
4.C'est un fait que le canada aide les pays en
développement y compris les pays francophone mais elle
le fait souverainement selon ses critères
d'appréciation en fonction de son appréciation
discrétionnaire de la bonne ou mauvaise gouvernance
qui y prévaut.   
5. C'est un fait que parler de la possibilité pour la
SC du Sud de participer aux discussions, aux groupes
de travail thématique et aux sommets par Internet est
plus qu'un rêve coûteux et je vous invite d'aller
vérifier ce que je dis par exemple dans un pays comme
le Niger ou le Tchad...
Pour ce qui concerne votre origine d'un pays du Sud
qui représente aujourd'hui la SC du Nord je vous
félicite pour votre succès. Il y a sans doute des
africains avec des postes importants au Nord mais il
semble qu'il soit difficile d'aider un continent
maudit et sans espoir du fait de l'injustice
structurelle qui marque les relations Nord Sud !
