I agree with your suggested policies. But let me suggest that any
document without significant markup, images or non-latin characters
can be distributed as plain old text, and that should be the preferred
form in those cases. Besides the obvious economy in bandwidth and
portability... IETF has been issuing their documentation in plain text
for more that 30 years, and nobody complains about those being
illegible ;)

Acuerdo con las politicas que sugieres. Pero permiteme sugerir que
cualquier documento sin formato significativo, imagenes o caracteres
no latinos puede distribuirse como texto llano, y esa deberia ser la
forma preferida en dichos casos. Ademas de la obvia economia en ancho
de banda y la portabilidad... la IETF ha estado emitiendo su
documentacion en texto llano por mas de 30 años, y nadie se ha
quejado de que fuera ilegible ;)
