One problem would be the UNESCO hosted WSIS meeting on Africa and Media in 
morocco, which many african delegates i think will attend..

November 22-24, WSIS Role and Place of Media in the Information Society in 
Africa and the Arab States Marrakech, Morocco

APC would certainly plan to be represented in the Berlin meeting.
