[WSIS CS-Plenary] List of NGO reps in Hammamet and question of govt. relation

Hello,
There were three representatives of civil society in the swiss delegation
for the first phase of the Summit (among which I was). All three were also
very active members of the swiss civil society coalition comunica-ch
(www.comunica-ch.net The website is under construction though and is not
very good yet!)
As the Summit was in Geneva and Switzerland, there were no real travel
costs. But for those who had hotel costs, they could be paid by the
governement.
For the futur, things are uncertain regarding SC participation in the swiss
delegation: most certainly, we will continue to follow the process, but not
as members of the official delegation.
For us, some of the main questions about being in an official delegation
are:
- can you keep your freedom of speech or not (obligation to sign a paper
saying that you won't critise the work of your governement,like for example
the canadian's do, and like what the swiss governement will certainly
introduce)? If not, we (comunica-ch) decided not to continue in the official
delegation
- are you representing only your NGO or also a national coalition? For us,
the answer should be also a national coalition.
I would add : are the ideas you defend close enough to the governement, that
they can take them up, accept them and defend them (this was the case for
exemple for the swiss position on Human rights, in many regards)? If not, it
seems more usefull to remain out of the delegation.
For Hammamet, no CS reprsentative will be in the swiss delegation.
