[WSIS CS-Plenary] paralysis in civil society meeting

I am thinking that perhaps the Civil Society plenary / CT / etc. may ask 
the Secretariat of the WSIS to make sure either:

a) have decent working environment in Tunis, or
b) move the CS part of the WSIS PrepComs to Geneva
