J'ai participé cette semaine à deux réunions du bureau de la Société Civile au
PERPCOM1 , en remplacement de titulaires absents. Tous les débats se sont
déroulés en anglais et ceci est très grave. J'estime qu'une société civile doit
être plurielle, multilingue et s'ouvrir à tous les horizons.

Par ailleurs, je constate que tous les débats de la Société Civile se sont
focalisés ces deux derniers jours sur les problèmes liés aux droits de l'homme.
Ces problèmes sont essentiels, certes, mais il faudrait favoriser également des
échanges autour des différents thèmes développés par les autres enyités de la
Société Civile. Il y a des membres de la société civile qui ont fait des
milliers de kilomètres, à leur propre frais, pour trouver des solutions adaptés
aux problèmes de leur terroir. On se retrouve devant un débat bloqué sur un
thème unique. Que va-t-on mettre dans nos rapports de mission? A ce niveau, le
Secrétariat de la Société Civile est interpelé.

Dear friends 
I have taken part this week in two meetings of the Civil Society Bureau, at
PREPCOM1 to replace holders absent. All the debates proceeded in English and
this is very serious problem. I think that a civil society must be plural,
multilingual and have to emerge at all horizons. In addition, I note that all
the debates of the Civil Company were focused these last two days on the
problems related to the human rights. These problems are essential, certainly,
but it would be necessary to also support exchanges around the various topics
developed by the other families of the Civil Society. There are members of the
Civil Society who made thousands of kilometers, with their clean expenses, to
find solutions adapted to the problems of their locality. Finally the debate was
blocked on a single topic. What will we put in our reports of mission? At this
level, the Civil Society Secretariat is challenged.
