[WSIS CS-Plenary] Rules and procedures

I am just in the final CS plenary of this PrepCom. Amir Barmaki (West
Asia Region) just reported on the decision of the CS Bureau today:

- Bureau will form 4 working groups
  1. self-reform of the bureau
  2. procedures of plenary and general civil society
  3. financing and fellowships
  4. content and themes rules of procedure
- will draft papers until end of September
- will be posted to plenary
- one month for comments
- WGs will amend proposals
- At first CS plenary of prepcom2, it will be discussed, amended and
accepted by civil society and will be binding for the second phase of
the summit
- Of course it is possible to give input and suggestions to the working
groups before they deliver their drafts.
- Two groups will be chaired by Tunisian delegates, two by others.

The CS Plenary is currently discussing this matter, among others. This
time, everybody is behaving very nicely.
