[WSIS CS-Plenary] Rules and proceduresworking groups of CSB

Dear All

As Ralf rightly said, the working groups will work on the new rules and 
procedures and other issues, for the civil society participating in WSIS and 
to avoid any confusion in future, it was also suggested to merge the Working 
Groups (WG) of Contents and themes (CT) and general rules and procedures, it 
seems ok. But we should discuss it in the bureau.

I am also trying to draft a proposal for a CSB meeting before September to 
meet and discuss the WGs proposals and to request advise, who will be 
selected by the WG chairs to comment back and share their ideas. Boel 
foundation already expressed its interest to be the host, based on the 
condition that a donor funds the meeting. Its a lot of work and let see what 
will happen, we are doing are best.

I am chairing the WG on general rules and procedures, and Karen Banks from 
CT and the trade unions focal point are co-chairs of the CT rules and 
procedures. We will try merging this two; on CSB reform Viola Kreps and 
Renate Bleom (we propose her, she is not aware of it yet!!) and another 
focal point will the WG members.

On financing the CS WG, Africa and Arab caucus are co-chairs.

>From the time being membership is limited to CSB, unless the chairs request 
someone to join and give advise, then will be open discussion and requesting 
comments. We decide in this way for practicalities and trying to reach a 
result, otherwise there will be endless debates and no result, so please 
cooperate with us and give the chance to your focal points in CSB to do 
their job and for sure they will discuss it among their constituencies.

The practical arrangements are still to be discussed among CSB, as we 
finalize our working process, it will be shared with all plenary.

We have time till end of Sept.
