Yes. It is based on an older (and less complex) version from the ITU,

No, it is the actual file they printed it from in Tunis. :-)

But this is all still drafts, no decisions taken yet. 
That will be done at PrepCom 1, probably in June/July, maybe even in
Geneva again.
