Dear Francis,
I can understand how those not fluent in English may feel as on occasion
there are posts that are in French and other languages which some of us may
not be able to read and can imagine how frustrating it would be if these
were the majority not the minority of posts. Hopefully, CS will be in a
position in the future to have translations automatically for all posts.

The last attachment is the translation by Jean-Louis of an attached
document in English.
So you are not loosing any info.
All other are English-only documents, so you are measuring the gap
concerning
linguistic diversity.
French-only speaking ( and also Spanish-only speaking ) people are
feeling a little left out
of this process being done only in English.
Translation has a cost that ITU could and should afford it.
Now, concerning Civil Society, it is easy to criticize,
not all the Civil Society can afford translation, but should make
it best efforts.
